The weather forecast would be much clearer if they talked about the heat flux from your skin, ie how long will it take for a patch of skin to be frostbitten, or how many joules of heat, per second will you lose on a 100cm^2 patch of skin. This would be much more instructive.
Air is actually a rather decent insulator (when compared to water or other solids). Its my guess that 0F with 20mph wind would feel much colder than -30F with no wind - That's a natural statement though as heat flow through convection (wind blowing) is generally much more signifigant than that through conduction (no wind). In any case the only thing your body knows is that heat is flowing in or out of your skin. That's why 50F cold water from the tap on hands that have been in cold air for a while creates a "burning" sensation. You skin is registering the flow of energy into your hands - so far as I know there's no biological mechanism for measuring absolute temperature - just gradients.
