That's about the long and short of it. Saab and numerous other car companies say this in their manuals. The car and drive train and heater and cat will all warm up faster after a minutes idle and then gentle driving. Saab recommends using a block heater all the way to 20C ! Cuts down on the pollutants and the wear and tear on the car from short trips.

P.S. Since 1984 I've lived in Montreal, Edmonton, Minneapolis and now London (Ontario). My 1980 900 T lived to 1991 accumulating 499,000 km by the time I sold it (still working) in Minneapolis. Mobil 1 and a few minutes of idling, even at -45C is all you ever need.
