The reason for the 1.4 Ghz Pentium M being equivalent to a 2.4 Ghz P4 is that contrary to popular belief, Mhz/Ghz doesn't necessarily equal performance.
That's because of something called IPC, instructions per clockcycle. This is basically a measure of how much work the CPU does per Hz. So a CPU with a high IPC but running at a low frequency can easily be faster than a CPU with low IPC but high frequency. A good example is the Celeron. It has a worthlessly low IPC, so even a 2.7 Ghz is slower than a 1.4 Ghz Athlon.
Intel seems to be moving to lower and lower IPC, and one might speculate if this is done on purpose for marketing reasons, as the general public believes that the processor with the highest Ghz number is the fastest......
