Yep, been there/done that... it is a royal pain... there is so little room in there to work.
I've found an "impact driver" very helpful in these situations. It is a spring loaded tool about 5 inches long into which you place a bit. You hit the end of it with a hammer and the force of the hit not only forces the bit to grab the screw well, but also causes the bit to turn slightly (there is a mechanism inside the driver that twists the bit), freeing the screw.
When I had a frozen regulator screw like this, I removed the oil filter assembly (it is really pretty easy... 2 or three bolts and it all comes out... very easy to replace), then used the impact driver to remove the screw. A few taps and it was out.
I got the impact driver at Sears in the automotive tool section.
