A brief background. In Charlotte in the summer we usually have more than several "red" ozone days and even a "purple" every couple of years. EPA is hammering the cities over this. Charlotte is considering mandating when people can run small engines (like lawnmowers, etc) and even making drive-thru windows close at certain hours to limit idling engines. I doubt all this will happen, but in todays paper a guy writes in stating that the govt has no business interfering with private life like that, and that the state should just build more roads because..."cars that are idling produce more pollution than cars that are in motion". Hmph!!
I just can't imagine that a car (of any type) moving at 60 mph produces less pollution than the same car sitting in traffic, both measured over a certain time period. Is this more a matter of how you measure "pollution"? Is this guy (from the John Locke Foundation, BTW) perhaps thinking along the lines of "pounds of pollutants produced per mile traveled", vs. pounds of pollutants produced per minute or hour, etc. Am I way off base here or am I safe writing in and refuting this guy?
