I recently had a seller with 100% feedback decide he was going to rip off a bunch of people all at once. He got about 10 of us, and then got caught. It took about 2 weeks for everything to get squared away.
EBay is not going to be much help, but PayPal should be able to give you your money back. Keep emailing the person, and get his phone number through eBay. Check out their "safe harbor" info.
There's also a new problem some people are having with userIDs getting "spoofed" and the people selling the stuff are not really selling the stuff. Happened to my mom last week, actually. People use your ID to list stuff, but list another email address for the contact and payment info. You see the quality feedback, go for the deal, then they never ship them item, and probably never contact you. Now I always wait for the seller to start the communication process, or at least wait until they reply to an email before I send them my cash.
Assume the best, prepare for the worst, and realize that there are millions of others dealing with the same problem every day. It is the nature of the beast. :o( If only everyone was honest.
