Legality of front license plate in Los Angeles County?

So last September I got a $90.00 <i><b>parking</i></b> ticket in San Francisco, issued by the County of San Francisco, for not having a front license plate. It was one of those unfortunate situations where I walked out of a store in the Haight and saw the DPT fool writing it up, rendering me angry and powerless. He said it was because of the red light speed cameras. Fine. I paid it.
Now I'm living in Manhattan Beach, CA (in Los Angeles County) and not a day goes by where I don't see at least 10-20 cars withOUT front license plates. Either there's nothing there at all (hello Lexus SC430), or it's a vanity plate. So I just bought a 2002 Saab 9-3 SE and I happen to have the euro-style "SAAB" vanity plate. Can I use it on the front?
Everybody else is doing it!
