I expect that M1 5W40 will improve MPGs. You do not have a new engine anymore and the W40 will be better for the running clearances that have opened up from normal wear. That coupled with the fact that many Saab I4 engines are running 0W40 from new should also be encouraging.
If you have a lot of 0W40, go ahead and use it. Some have used the 15/50 with these engines before in hot climates. Hard to tell what the MPG effect will be but it should not be very much.
The heavier oils will reduce wear, no doubt about that. You should not have any cold start oil starvation problems in that climate.
