Whether or not a new rear derailleur is needed is answered by several bits of info:
1) what's the max cog size the derailleur is rated for?
2) what's the max amount of chain wrap the derailleur's rated for?
3) what front chainring combination is being used?
4) what rear cog range is being used?
From here we can calculate the "official" limits of the rear derailleur. However, derailleurs usually work a bit beyond their rated capacities. For example, my road setup is with an older Ultegra short cage rear. I run a 12-28 on the back & 50/38 up front. When I want to swap in a triple (for the two sets of switchbacks between Glen Haven & Estes Park), all I do is throw in a longer BB & mountain front derailleur with the new 28/38/48 crank. A bit of tweaking-in the front cable length & I'm done. I'm never (intentionally) in a small ring/small cog combo, so the chain's never (intentionally) too slack.
You did point out something I forgot: a new chain (especially if new rings & cogs are being used), & maybe new cables. Thanks! And you're right, if the bike's too worn out it might not make sense to spend a lot to convert. But I've rarely seen a nice (carbon) bike THAT used up. And I usually buy my parts from clearance bins, old-stock sales & bike swaps, so the costs remain much lower to change parts than to buy a new bike. Well, for me, anyway...
