a dead power supply does not really mean "it just won't get power". Computers rely on a certain amount of voltage to run everything smoothly. If it's not getting that, then quirky things can and will happen.
if you are hearing just a couple of 'clicks'...then your hard drive might have gone bad, so that's another theory. Could be a bad virus that got into your boot sectors...who knows, could be a ton of things. Dell should've given you a recovery CD with your computer, so my first suggestion would be to put that in, boot up and try to install OVER your existing installation and repair what's there. If you can get through the installation, then your power supply, hard drive and motherboard are most likely fine, and you have a virus of some sorts.
Dell for the most part uses standard ATX form factor size cases/motherboards so replacing is easy as pie. They all have the same layout as far as where the screws go on the board and connect to the chasis of the case. It's truly simple to do, I've built many computers in the last 9 years.
