I would try a few things prior to replacing the board...
1) If you are still covered under the service agreement... Dell will walk you through a fix....otherwise...
2) try resetting the bios... in the hardware manual it should explain how to do this.. basically you remove the battery and then the jumper on the board for a few seconds.. .replace the jumper to the reset position for a few seconds... then back to its original position... and reinstall the battery.. This should allow your machine to post .. at which time you would have to go into the bios menu and reload the desired settings... etc.. (this procedure is a general description and may vary depending on the type of board you have)
3) other possibilities are a bad memory card or power supply as suggested by another poster....or if you've ever added a card or fan, etc.. a short could cause this as well....
