tire mount/balance getting vibrations

I had front PZero Rosso tires replaced under pro-rated warrantee from Pirelli. The dealer couldn’t/didn’t want to do the mount and balance and so sent it to a local garage. Is it normal for tires to be changed using those screwdriver type pry bars to help pry the tires on and off? Got a few gouges on the inside of the wheels. Not very pleased, but it is done. How is this supposed to be done so this doesn’t happen again? A better machine is needed I guess to deal with the stiff, low profile tires.
I now have slight vibrations. Noticeable above about 50mph, pretty bad by 80, haven’t tested it any higher. Is this a balance issue? They used a Coats 700 balancer, but had some difficulty with one wheel. Eventually zeroed out, but the wheel didn’t seem to spin as fast as I have seen on other balancing machines. The vibrations are strange in that they seem to change frequency with speed, steering, etc. Can really pin it down, so I assume it’s the balance. Has anyone had any problems balancing the ’03 Aero wheels or Rosso tires?
