It's possible for a perfectly balanced tire to vibrate on the car. A balancer makes sure that the weight center is at the middle of the tire. However, I have had tires that were slightly out-of-round. You can balance it, but it still won't ride correctly. Think of an egg- you could apply weights to make it spin balanced, but you wouldn't want to ride on it. It's possible that one of your tires is slightly out-of-round from the factory. As an experiment - do you feel the vibration in the steering? If so, switch the fronts to the rears. If the vibration moves away from the steering, swap tires forward one at a time to isolate it.
I have had tires slightly out-of-round due to manufacturing defects, or due to belts shifting. If the fault is slight, it can be very hard to measure.
As to mounting - a good shop with a reasonably skilled worker can take a tire on and off a rim with no damage. With a ham-handed worker, even the best machine won't keep it from having problems. I would complain to the manager. If they can't guarantee not bunging up the rims, find another place to do your work.
