experience with cosmetic damage / wheel questions

My dealer caused cosmetic damage to my front wheels. It is not visible with the wheels on the car, unless you get down and look between the spokes. I also got a nick in the lower side skirt trim.
What is a fare way to deal with the damage so that I am not out of pocket now or down the road? I assume that if the dealer can get my wheels balanced and eliminate the vibrations, they will not want to replace the wheels. Almost certain they will not want to refinish the trim. I don’t think I want it redone since repaint is always suspect.
Does anyone know how to test the trueness of a rim? I was told by a tire dealer that the wheels are bent. Saab dealer says they are fine. Anyway I can prove they are bent.
Lastly, should the wheel always balance out to zero? The dealer could only get one wheel to a ¼ ounce off. I don’t see why ‘true’ wheels with 16K and new tires can’t be balanced to zero. I guess they need a better diagnostic balancer.
