your car without your authorization. This is illegal. Look at it like this. You use your car for business and the license plate frame is a way of promoting your business. Now the dealer has decided you should be promoting his business using your property (your car) instead of yours. He does not get to make that decision without your permission.
You say the owner of the two dealerships is a good guy. Well, let him prove that by replacing your frame. IMHO, he should order one from TSN and put it back on your car. If that doesn't work, write them a letter about how you have suggested the issue be resolved and copy the Better Business Bureau.
In talking with the dealer, make sure he knows about TSN and who you are---maybe by showing him the threads on this topic. As a key Saab community "influencer" you may be able to show him he should change his ways.
