OT: Home network for Mac & XP (long)

Help:
My daughter just came home from college, and she has Mac for art classes, graphic, & web-surfing, while my son who is in HS uses Windows XP & Server2003. We have 2 OS X and 2 windows at our house.
We live in an old building, which means drilling & putting down cat 5 cables are out of the question. Landlord gives big break on $$$, so that we have to look after his property.
Odd shape building which is deep, narrow, and tall; cable connection is in the basement, and we live on the second floor.
Daughter has recommended AirPort express, http://www.apple.com/airportexpress; even though that page says it can work with both type of computers, has anyone here tried it?
Shall I get a Linksys or other small wireless router like other threads had mentioned?
I did read through most of what were posted in the past few months before posting; also, I have read thorugh most of what are on Apple's site.
Still I have lots of question.
How about WEP? can that still work on AirPort Express?
Does this mean I have to put a 802.11b or 802.11g wireless card on each of my PC?
How do I connect my daughter's 2 Macs?
If I use Airport Express, does that mean one of her Mac must stay down at the basement?
Right now I have 2 PCs attached via CAT 5 cables to a LinkSys 8 port router, which is connected to Cable Modem in the basement.
BTW, my TV is in the basement too.
Going to Bestbuy, CompUSA, CircuitCity didn't help, I am just getting more confused.
