.....is defined in many ways depending on what part of the car. The body can have small dents and scratches generally up to 1 1/2 inches, door dings for example are normal. What get's folks into trouble are scratches and scrapes longer than 1 1/2 inches. Interiors can have burns no bigger than 1/8th inch. Tires must be 4/32, which is 2/32 above the wear bars. Glass can have dings in it up to 1/2 inch.
Normal wear and tear can be a pretty beat up car, if the dings, dents and scratches, burns and stars, and such, are small. It's the long scratches, gouges and such that become chargable.
Brakes and scheduled service are never checked at the end of a lease. Only if the brakes were metal to metal and made a terrible noise, and then I've never seen a lease return inspector drive the car anyway.
And don't bother detailing, or even washing, a lease return. There's no extra credit for a clean car. If anything it makes it easier to find the flaws.
