Dealer Funny Business?

I just a few days ago took delivery of a new 2005, which had been shipped to my dealer in California from a port in New Jersey -- not from another dealer.
When I went in to pick the car up, there were 21 miles on the odometer.
Does that seem like a lot of miles, or does Saab test drive the things at the factory before shipping them? I was too excited at the time to think anything of it, but I am now concerned that the car may have been used to provide test drives to leadfoots before I came in to pick it up; and test drivers are not generally much for observing the niceties of keeping the car's RPM's down during the break-in period, etc. Is it possible to find out from SaabUSA what day the car was actually delivered to the dealer? Ought the dealer to have a bill of lading showing the date the car came into their possession, and if so, should they be willing to show it to me upon request?
If the car WAS used for test drives before it was sold to me as "new," is that what lawyers would euphemistically call a "problem" in California?
What would YOU do in my situation?
