PDI miles, test drive miles......Nothing funny.... Typically cars fresh off the truck, shipped through the West Coast Port Hueneme, have 7-13 miles on them.
The dealership mechanic then PDI's the car, pre delivery inspecion, and he may drive it around the block or maybe go for an extended test drive to detect a problem, or maybe pick up lunch.
A car that's shipped from the East Coast may get driven many miles around the port from unloading to re-loading.
Sometimes cars have additional miles from extra emmissions or other factory testing.
A car can be test driven for hundreds of miles by prospective owners and still be a new car. New means previous unregistered and not put into service as a demo.
I have had new Saabs go for factory ad agency photography shoots and pick up 50-100 miles.
The warranty starts with the miles the car is delivered with.
21 miles isn't the least bit suspicious.
