First off - Merry Christmas (and festivus too.)
This morning, I fired up and tuned up our old Agway garden tractor to make sure the snowblowing duties would be able to be tended to when the time is right. Gave it an oil change, plugs etc. It has a 42 CI air cooled flathead horizontally opposed, horizontal crank, 2 cylinder Briggs and Stratton engine sparked with a magneto and fed by a little downdraft carb. The throttle control is an indirect type, where there is a governor and the carb throttle rod works against a spring. The tractor starts and runs fine, but has a flare when not under load (as in it revs up, and then down, and then up etc...) I have a repair manual, but it is lacking in a detailed troubleshooting guide.
If this were a Saab or a VW, I'd suspect bad Oxs, nicked Vac line, etc. On this, I have no clue. Anyone have any idea what causes this in a small engine, how it is corrected?
