I hate to see partisan politics on a board like this, and I suppose that two wrongs don't make a right, but your slanderous comment must be answered. It would not be lawful for the president to spend money that has not yet been appropriated. The old Congress has adjourned, and the new one has not yet convened. Unless and until there is a further appropriation of aid funds, there is nothing for the president to spend. Either you are ignorant of this fact, or you you are repeating anti-American propoganda while knowing it to be untrue.
Second, I wonder how much money you personally have given to assist the victims. Charity is an individual duty, one that cannnot morally be transferred to government. If five percent of Americans gave $1000 each, that would be $14 billion dollars, a nice start. Tell you what -- I'll take care of your $1000 personally.
