It's out of the way. I'm sure very few car designers actually think of it as an emergency utility; it's more of a parking brake to most people. Putting it on the far side means there's nothing between your arm and the shifter except (in this case) really high-quality leather.
I think the fact that you noticed that at all is why you drive a Saab :)
