The 150 hp engine was the base engine in the Passat prior to the mid-01 model change. In mid-'01, VW upped the HP on the turbo in both the Passat and Jetta to 180 hp. It would take a VW geek to tell what was done, but as far as I know, the major difference was software. I assume that by mid '01 VW felt that they had enough time on the engine to know that the increased HP wouldn't adversely affect engine life.
Again, as far as I know, the 1.8Turbo from VW is 180 hp across the board. Remember, VW has a bunch of engines - there are three 4 cylinders alone - the 1.8T, the 2.0l N/A (115 hp), and the ??HP TDI.
I have an early '01 Jetta, with 150 HP. When we were car shopping, I found that the Jetta was pretty quick, but the extra mass of the Passat with only 150 hp was too slow. I have driven the Passat with 180 hp, and it moves out just fine. I really love the 1.8T - smooth, very responsive, good mileage. I recently got a 2.0l (115) loaner in a '05 Jetta, and was immensely underwhelmed. It steps out OK, but that's because they play tricks with the electronic throttle. Press the gas a little more, and you find you've floored it. More noise than movement. A decent around-town car with the 2.0.
As to chipping - I've heard of some pretty amazing HP numbers. Of course, I assume that those engines have the lifetime of a mayfly.
