if you are consistant w/sources and conditions. Either way, the Subaru should be well above 20mpg on the highway, which was your premise.
The only car & driver reference for the turbo suburu I found came in at 19mpg for OVERALL driving which included a fair amount of test trashing. These numbers are always low. Here's the link:

The only comparable testing I could find of the saab 9-5 was a Road & Track item a couple of years ago which came in at 18.8mpg.

But we all know that if you aren't beating on the aero, it will do MUCH better. Just like the Subaru. Yes, the saab will do a bit better on the highway, most of the time, all things being equal. Just like the ambitious EPA numbers indicate... Although if I'm on the highway and not in overly fast mode, MY numbers are pretty close...
