can't offer much help with herbs, but for tomatoes, you can't have too much sun. They can tolerate some shade, but the more sun the better.
I don't know if it's around anymore, but 20 years ago I was big fan of "Square Foot Gardening" It advocates eliminating rows between each plant, grouping basically into 4'x4' squares containing 16 1' squares. (I hope that the math isn't getting too hard for anyone ;).
You walk around the 4' square, reaching into the plants. You keep them close together, reducing weeding. You don't walk between plants, don't compress the soil, you typically don't need tiller in spring.
Regarding tomatoes, you typically looked for indeterminate type that vines. Pinch off to keep single vine, run up a trellis, then allow it to vine out. The plant only takes one sqare foot of garden space (with good soil prep/fertilizer). You typically would construct a trellis across all four feet of the northern edge of the 4'x4' square. If you really want a determinate (bush-type), like roma's, they would take a 2'x2' space.
I've also had good luck growing cherry tomatoes (indeterminate type) in hanging baskets. The only problem is typical baskets aren't too big, can only hold so much water. A hot summer day when the plant is going strong can leave you a pretty thirsty plant when you get home that evening.
