The question is not if people need long term care insurance but, when? Long term care insurance is tricky. It is just like any other insurance you may never use it but, it is good to have for certain individuals expecially if you have a known history of medical problems in your family. If your family memeber decides to drop the insurance then something happens to them and they have cancelled the insurance they will not be able to get long term insurance again. My mother works in the insurance industry and her job is to decide who gets long term care insurance and who does not. I would tell your relative to get a physical check up befor they drop the insurance. The doctor should be able to asses the risk this person has, also check blood pressure, cholesteral and other medical things. I would not drop the insurance until you know all is well.
