We discussed this in Heat Transfer or Thermodynamics while in college 25 years ago - this is an old myth. The Prof clearly dismissed it for the simple reason that the hot water will eventually reach the same temp as the cold water was initially, so how could it possibly freeze faster?
Two possibilities:
1) Placing hot water in a freezer compartment may cause the refrigeration compressor to immediately start, thus making it appear to freeze faster than cold water.
2) Dissolved air leaves hot water faster than it does from cold water. Greater dissolved air in the cold water may increase the time required to freeze, but you don't have identical water samples differing only by temperature.
Ice cubes made from hot water will be remarkedly clearer than cubes made from cold water because of item #2!
No more cloudy ice cubes.
