Hi David,

I buy cars from out of state a lot. I have the seller overnight the title to me as soon as I pay in full. I call my insurance and have it insured. Take the proof of insurance and the title and register it, transfer plates/temp plates whatever and you should be good to go. You don't have to mess with RI or other DMV's. No waiting at your end. You don't have to rely on the seller to go to his/her DMV and then mail the paper plates, etc. You are in control. Just have them overnight the signed title (receive tracking number.) Rest is up to you.
