By definition horsepower=torque*rpm/5252
So by equation increasing the torque is not any different than increasing the rpms---Which means if an engine can maintain a lower ultimate level of torque over a very broad rpm range (high rpms) that it can't help but make decent power.
There is power in high revs, you just have to work the gear box more to keep it there in the fun zone.
Another interesting side effect is that engine torque ALWAYS equals engine horsepower at 5252 rpms. Pretty neat
