Part of the problem is they are a technology company without enough specific focus on any particular market. While the various divisions work to be successful in a given area--medical, servers, computers, printers, cameras, etc., they still have to contend with the overhead and management second-guessing of HP corporate directing them from the sidelines. No way to run a business.
HP might well be better as a holding company and letting the individual business units run with much more independence, but be able to draw on corporate technical resources as needed.
I talk often with senior execs on the commercial printer side of the company (HP-Indigo) and these guys are clearly limited by corporate politics and related BS. And they haven't taken the time to really understand some of the markets they sell into. They can get the low hanging fruit, but don't have a realistic long-term game plan.
