Don't let me discourage you if you really like the car. But let me just give you some fact, and may be others can correct me if I'm wrong.
'99 is kind of a unique year for 9-3. This is the last year for the T5 direct ignition system (red DI cassette). Starting '00 is the T7, black DI. It is also the year where unique High Output engine was produced. Not necessarily bad, but parts are not always interchangeable with other '9-3's and NG900. Tranny also was unique for this year, if I remember correctly.
Some common 9-3 problems that you/mechanic might not notice.
1. If direct ignition cassette is not relatively new, at 80k+ miles, those can go just about anytime, leaving you stranded. For about $250, you should buy one and change it right away.
2. headgasket issues/turbo issues. Watch for blue or white smokes in exhaust. Watch also for oil seep between head and block.
3. In winter time, there will likely be body squeaks, from worn bushings.
4. Make sure the car has been serviced regularily. Saabs need to be 'taken care of'. You will either have to do some Do It Yourself repairs or have the resources to have someone do it for you.
5. CEL or Check Engine Light... ususally at this mileage, it is a sign of DI going out, or O2 sensors going out.
6. Is yours a manual HVAC or automatic climate control. The manual HVAC are prone for early failure. Fixing it is not cheap.
There are probably others, but above are major ones to watch out for in general and the '99 unique year. Personally, I'd get a '98 9000 CSE instead.
