You might want to consider used. You can get much better stuff that way. Most folks are ditching their two channel or pro-logic receivers for surround sound. You can get them rather cheap. You can also get a Denon or NAD receiver with acceptable sound for $200-$300 new. You'll find better for the money used however.
Your reasoning for not going for a sub needs a little guidance. Some receivers (the better ones) have preamp outputs. These can be used for the subwoofer. Most subwoofers have their own crossover and amplifier so you don't specifically need a subwoofer output. You can also run the speaker outputs directly to most subwoofers but it's a little weird to me.
I would find speakers that you like and that fit your room. Listen to them. If it sounds better, it probably is. Make sure they have the "wife acceptance factor". If you are on the fence between two sets and one costs much more, opt for the cheaper one and spend the rest on electronics.
The source is important as if you have garbage coming in, you will have garbage coming out. A more revealing speaker will only make this more noticeable. Spend what you can on the receiver. This is where you will probably get much better products used. Digital stuff has come a long way and within your budget, it will be hard to get a very good CD source. You might want to pick up a CD player that you find acceptable with plans to replace that some day.
For budget stuff, Denon, HK, and NAD receivers are pretty good. Remember to listen to them if you can.
Also write down what your feature requirements are as well as what you will be hooking into.
Do you need remote source select? Do you need remote at all? Do you need video switching? Do you need preouts on the receiver? Do you have room for your speakers? Do you plan on having this a long time or plan on upgrading when you can once you get the initial system settled.
