Well, one has to agree with your statements.
The struggle to pull together the logistics is enormous. I would not expect the leader of that effort to have an imediate concern about what building is dealing with what problem when the struggle is to gather the people, resources, information and supplies. Once these are deployed on site, the details of what buildings to deal with are something to be handled then and there by folks on the ground. It is silly to expect that the leaders putting together the teams to do all of the above would be focused on minor details. These are minor details when the initial logistics are independant of the evolving delivery target details, that will change before the 'goods' arrive.
The prime need in some areas is simply evacuation. Not much need to supply food, water and medical to an empty city. This will be very difficult. As these folks are moved out, the logistics will need to make changes to provide services to where ever these folks are taken, and those details are probably not understood even now.
When a society, or any complex system, has a disrupting event; there will be a lot of disfuction. That is the norm and one cannot expect much different.
