"fixed incomes" are mostly indexed to inflation, meaning they are supposed to adjust for the rising cost of living, which includes housing (and, therefore, heating). If the fixed incomes are not enough to live on, then that is the real problem, not the cost of oil.

I don't mean to sound insensitive - far from it. I grew up in rural eastern Maine where a cold night often means everyone sleeps in the living room around the woodstove. I now live in southern Maine, where the vast majority of people are living in oversized houses and whining about the cost of fuel. It is to them I say, you have made the choice to live in a 2500 sq. ft. energy inefficient home, live with the consequences, and hopefully learn.
