I made one out of the aforementioned piece of ABS pipe. I didn't find that particular SKU number - instead, I measured the inside diameter of the ring (not the little fins - just the ring) and found a short stub of ABS pipe that would fit inside. I think it was 4" to soil pipe adapter - I'd have to check.
My fuel pump lock ring had 18 notches. I cut them with a ABS saw I have, but a hacksaw would work just fine. I made up a template on Excel by making a 18 piece pie-chart, and marking the lines with marker on the pipe.
I drilled a couple of holes, 180 degrees apart, and passed a steel rod through.
One trick - you didn't mention what car this is for. On a 9000, part of the ring is blocked by part of the chassis reinforcing structure. (Right behind seats). I simply cut away about 1/3 of the tool - a big notch taking out 6 'teeth', going up around 2 inches or so. You can only turn the tool about 20 degrees at a time, but that's fine to loosen the ring - once it's loose, it comes off easily.
I don't like hammering - I've seen the inner ribs come off, and I'm always afraid of something slipping. This supremly ugly ABS tool worked just great.
