ownership. Check to see if he actually owns the property. He could be renting it cheap from family if he's immature, in his 20's and spends his money on partying and ATVs. If someone else owns it, speak with them.
If the chickens are flying out of a fenced area, He needs to clip their wings. One wing only actually, just trim the feathers from the wingtip about an inch, and it will unbalance their flight. Chickens will also peck bugs off your car, and the beak can't be good for the paintjob.
If the fire is smoldering when nobody is home, get the firechief over there when that is happening, not as an emergency, but to observe. A typical fireman won't care, but chiefs get worried about things like that getting out of control unnoticed and won't mince words when the neighbor returns.
