While speed ratings specify the maximum speed a tire is rated for, they also convey some information about the driver's expectations from a tire.
Bridgestone makes the Turanza LH touring tire in H , V, and Z-speed ratings. The tread pattern and tire cord construction is distinctly different between each speed rating. The tire's characteristics are tailored to match the expectations of each speed rating customer. Turn-in, grip, hydroplaning, etc. are effected by the expectations (and price) of each speed rating group.
So you may not exceed the top speed of an H-speed rated tire , but you may exceed the expectations for handling, grip, and ride of an H-speed rated tire.
