Plenty of good used gear out there, although I too would consider getting from an online merchant who warrantees and repairs what they sell--cameras are complex gizmos and a lot can go wrong.
Any of the major brands could make for a good starter camera. An SLR gives you the option of adding lenses later if you find you're truly interested. Pentax, Canon, Nikon, Minolta, Olympus would all be worth looking at. I'd consider one that has full manual override of automatic controls, and would get a manual focus model as well. The most important part of any camera is the lens, and you'll have to decide whether to go zoom or fixed focal length. If the latter, consider something from 35-55mm to start.
You can, as said, do this all in digital but IMHO won't learn essential photographic principles (optics, depth of field, shutter speed, correct metering and exposure, filtration, etc.) with this approach. Film photograpy is very hands-on and can be very rewarding.
