OT - my 17 you daughter had small accident

My 17 yo daughter, in her FIRST WEEK of having her license, had a small accident. While pulling out a parking space, she scraped/hit the car next to her.
Damage to our car is minimal -- a palm-sized patch of paint off the front bumper.
Today I got the estimate for the other car, a '96 Sentra, with 110k miles.
The estimate is to repair and refinish the right front door (including a new trim, etc), and to replace the door skin on the right rear door, side moldings, and such, repaint. Total $1,600 ($400 parts/paint, $750 labor, $340 labor for paint + tax)! Its from a reputable shop in town-- but (YIKES)!
I'd like to avoid going through insurance, since the surcharge will be hefty.
So -- does this reasonable? Probably better in the long run for the insurance rates. (if over $1000, surchargeable here in New Jersey)
But I was floored -- so little damage to her car, so much to the other one.
Oh well, my next child won't be driving for 7 years (he's 9!)
