You might have a belt shifting in one tire, making it slightly out-of-round. The shift may be continuing.
Balancing helps ,but only so much. You can balance an egg with weights, but it won't give a smooth ride.
I suggest swapping the fronts to rears on the tires and see if the problem changes. If it does, swap one tire forward and see if you feel it more in the steering.
If that doesn't do the trick, I'll ask - when was the last time you had the car aligned? Poor alignment can cause some interesting vibration. So can a worn front bushing. But I'd try tires first.
