proper car selling procedure

I am in CA but sold one of my Saabs in Louisiana on the Saabnetwork to someone in Boston. After corresponding quite a bit, we agreed on the price and that he would wire the money before picking up the car. The car hadn't run in a couple of years and I had to send off for a duplicate title, which I'm still waiting on to send to the buyer. I've already sent a bill of sale and a copy of the application for the dup. title. Well, the transport truck shows up unexpectedly and I told my bro-in-law to go ahead and let the car go. Now, more than a week later, the guy still hasn't paid me, and is offering to send only half the money today through Pay-Pal, which would entail me having to upgrade my account for a fee. I guess what burns me is that this was not our agreement. He is very experienced at buying and selling Saabs and says he is having cash flow problems for a couple of days(same story I got last week). So my question is-- what is the proper way to handle a sale like this? I guess my fear is that if I accept half($750) today, I'll never see the rest of it. Even tho I'll still have the title, the car will still be in Boston and I'm in L.A. I trusted the guy and we talked about him buying 2 other 86 conv.s I have, but now I'm very leary. Thanks for the advice as I still need to sell the other cars, altho one is with me in CA. Also, how does one value something like an '86 conv when its not listed in things like blue book?
