You need to borrow a butt set from someone in the business or get a classic Bell 500 or 2500 set, and hook it to the demarc (the place, usually a grey plastic box, where the telephone company's wires end and yours begin). When you do this test, be sure to unplug the wire leading from the demarc to your house, so that you are connecting only to telco lines. If the problem still exists, it is telco's problem. If they will not come out, compain to the State agency that regulates them, usually the state utilities commission.
