My view is that you can replace everything, except body. You can replace motor, tranny, interior, suspension, etc. you can even re-paint the car if the paint is faded from sun. But you can't do much with a rusted frame, without extensive overhaulling. I've bought cars from the East and Midwest. Avoid these cars. There's always more rust than what you can see. I love the southern cars, except ones that are near the ocean. Salt spray from the ocean is just as bad as the winter salt. Usually, cars south of MD, TN, MO, KS, and west of CO are rust free. You gotta watch out for ones in FL, for the salt spray.
