Netgear (and I'm sure others) have firewall/routers with built-in VPNs. Here's one: http://www.netgear.com/products/details/FR114P.php
You'd set this up at your place, use dynamic DNS if need be, and have your girlfriend run the Netgear VPN software: http://www.netgear.com/products/details/VPN01L_VPN05L.php to connect to your network. Her PC would then appear to be on your network, and everything should be groovy with Network Neighborhood etc.
Caveat: encrypting your network traffic can slooow things down. You may want to check out network cards for the laptop that have on-board encryption engines.
As others have pointed out, all this could be accomplished via Linux or something similar, but an approach like this would require minimal effort and time at the expense of $.
