So, look in the rules. All 50 states are different. Rules are found in two places. First the statute, both the parking statute and general roadway or motor vehicle statutes about signage, notice to public, etc. Second, the finer details of what a viable sign is sometimes also set forth in the regulations of a state transportation authority, or DMV, etc. The ticket is smaller in amount, though, than an attorney's overhead, without profit, to go look it up for you. Unless, of course, you have a little point problem in which case it may be worth your while to have an attorney do a little research and maybe write the key letter for you. Your state statutes may be on line. E.g., the amount of time a red light can remain red has been set forth in regulations in NY. I beat an illegal turn ticket, in upstate NY, once because the temporary sign on a moveable standard, near some construction, had not been authorized by a resolution of the local city council as required by statute.
