You've got a few things going on, but technically wind-chill isn't one of them. For a heat-transfer nerd (me) it's different. For the evening news audience it's probably a pretty good explanation.
Evaporation is a pretty powerful cooling mechanism, so once the fluid is out in the air it'll get colder than the real temperature.
The alcohol will evaporate out from the mixture faster than the other components evaporate. So you're left with a mixture that has less alcohol & more water vs. what you think.
