Different breeds mature at different rates, and some behave quite differently. Yours sounds like a Siamese - they tend to be very noisy and have high-pitched voices that can sound whinny.
If it's an indoor-only cat, and it seems agitated, there is a product called Feliway. It's a cat phernome that can calm cats down. We have three cats that don't get along well, and we use the Feliway diffuser. It's like an Airwick, except it puts out cat phernomes. It seems to help the cats, and I don't notice it. There are sprays and diffusers - I like the diffuser. Search for it on the 'Net - it's out there at most of the Pet Med sites. Shop around - the price varies wildy. It ain't cheap, but it might help the cat get through a rough spot. I've seen refils run from a low of $11 to a high of $30, all for the same product.
