European brands (mostly) ?

I remember reading many years ago that some countries (Sweden, Germany ??) in Europe require(??) headlight wipers or washers for (all ??) cars. Is this still true ?

Most Euro brand mid to highend cars come with headlight washers but I don't see any from Japanese manufacturers, not even top of the line Japanese makes. Do Japanese cars have headlight washers if they sell their cars in Europe or do they get an exemption ?

Granted, headlight washers are really not that useful in many countries and they add cost and may include as "more things to go wrong" category. However, if you live in snow country, e.g. part of US and Canada, the washers do made a difference in clearing the headlights and gaining visibility in seeing and be seen in foul weather.
