I suppose the general consensus then is that they aren't included standard on each GM vehicle. They must not be required by law like the LATCH system for car seats. What I see for this model is "Auto locking power door locks with 2 stage unlock" and I have no real definition for 2 stage unlock. Perhaps that 'feature' eliminates the need for the child safety locks, although I doubt it. The Malibu lists "Auto locking power door locks with 2 stage unlock" and "Child safety rear door locks" so apparently they still have some reason to be included.
As I mentioned, I do see the holes (w/rubber plugs) where these would have been installed. I think my dad is going to have to make a case to the dealer that it is unsafe to transport kids in the back seat without the safety locks. It should just be a matter of the dealer obtaining the parts and then removing the door panels to install them.
While examining the rear doors I also found it interesting that there are two door latch/striker parts- one at the traditional location in the door jamb and one lower in the jamb. I believe the 9-3 only has the one latch/striker- I hardly ever open my rear doors.
