The best time to see Yellowstone NP by car is before Mamorial Day, or after Labor Day, because there are the fewest cars then. (The Lamar Valley is pretty specatcular in the winter too, and is my favorite part of the the park anyway, but as for the "Big Ticket" items like Old Faithful and the Canyon, which are the places that are on the "Must See List" for visitors, you can't drive to them after sometime in October/November, until late April.)
So, every year, before Yellowstone NP is opened to cars, and after some of the road plowing is finished, it is open to non-motorized (or engined) traffic. (Note: The northern-most route is open year-round from Mammoth to Cooke City, through the Lamar Valley, but the rest of the park is closed in the winter.)
The dates vary from year to year, but late April is usually when portions of the park open to cars (West Yellowstone entrance "West", that is... the East entrance opens a bit later).
My personal opinion is that the park is best appreciated without the cars, or by taking a short stroll away from the paved network! I had the good fortune to spend yesterday riding 56-57 miles through the park, from West Yellowstone to Norris Geyser Basin and back. (I'm sure a ski-tour of the place would be great, but I didn't get down there this year and instead did day trips in the back country with the climbing skins!)
The dates are different every year, and the YNP website has pretty reliable info on it. I highly recommend it if you have the chance and want to experience the park in a different way. (Road bikes are the way to go, but even a short ride from "West" along the Maddison river will reveal Bison and Elk.
My understanding is that Glacier NP has the same policy of opening the "Going to the Sun" road to cyclists before cars. Not sure about Yosemite's Tioga Pass, but I'll be there next year if they do! (Maybe Rocky Mtn NP does it as well.)
